Job Description
Position: Planner (Non-Union – Mid Management)
Department: Development Services – Community Development
Salary: $6,339.15 – $8,452.20 per month
Exempt – Not Overtime Eligible
Benefits eligible & 401(a) payment equal to 3% of base salary.
DEFINITION:
Under general direction, performs professional level work in the field of urban planning and environmental review, analysis, and compliance.
DISTINGUISHING CHARACTERISTICS:
The Planner classification is the equivalent to an Associate Planner level. The Planner is a mid-manager position performing professional level planning functions with a greater level of independence while providing work guidance to lower level planners.
EXAMPLE OF DUTIES & RESPONSIBILITIES:
Duties may include, but are not limited to, the following:
- Evaluates rezoning, variances, conditional use permits, subdivisions, design reviews, residential development plans, state and local ordinances, local coastal programs, and regulations
- Prepares various comprehensive reports, Requests for Qualifications, Requests for Proposals for studies and reviews, various planning matters, environmental requirements and regulations, and ordinances
- Presents planning objectives and policies to Planning Commission and City Council, various organizations, agencies and public groups
- Manages contracts with outside consultants and agencies responsible for the review and enforcement of regulations
- Advises architects, builders, attorneys, contractors, engineers, property owners, applicants, and the general public regarding city development policies and standards related to the environment, zoning, planning, and development actions
- Analyzes and interprets social, economic, population and land use data and trends
- Processes development applications, conditional use permits, zone text, and map amendments
- Responds to inquiries for information from the public both in-person, on the telephone, and through email
- Processes permit applications, zone text, and map amendments
- Performs site plan and design reviews for development proposals
- Perform related duties as required
Required Experience / Skills / Education
JOB REQUIREMENTS:
Knowledge of:
- California Environmental Quality Act, Subdivision Map Act, Planning, and Zoning Law
- Laws, regulations, principles, and practices of government planning
- General plan, zoning, land, redevelopment, economic development, and environmental issues
- Current literature, information sources, and research techniques in the field of urban planning
- Statistical and research methods related to physical, social, and economic effects on communities
- Computer software including Microsoft Word, Excel, Access, Outlook, and PowerPoint

MINIMUM QUALIFICATIONS:
Experience/Education
- Bachelor’s degree from an accredited college or university in Planning, Environmental Studies or a related field; Two (2) years’ experience involving professional public planning and zoning work. Possession of a master’s degree may substitute for up to one year of required experience
Working Conditions/Physical Requirements:
- Work is performed in a standard office environment and the field with extensive public contact and frequent interruptions. May be required to work under adverse conditions such as in traffic, around heavy construction equipment, and in inclement weather, including environments which are hot, cold or damp with exposure to noises, vibrations, odors or dust.
- Primary functions require sufficient physical ability and mobility to work in an office and field setting:
- To stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight (up to 25lbs); to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information.

- Hearing:
- Hear in the normal audio range with or without correction.
