Urban Planners (Assistant, Associate, and Senior)

Job Description

J Lee Engineering is accepting applications for urban planners of various experience levels for Assistant, Associate and Senior Planner positions. Our firm provides contract professional consulting services to cities and private land use clients in Los Angeles, Orange, and San Bernardino counties. Depending on position level, performs routine to more complex technical functions related to urban planning projects and programs, including: collecting, analyzing and presenting planning data; regularly interacting with customers to disseminate information related to property requirements, ordinances, laws, codes, etc.; reviewing submitted plans, blueprints, etc., and applying approvals; and preparing reports for presentation to various groups, commissions, etc.

Required Experience / Skills / Education

Minimum Qualifications

Education: Bachelor’s degree from an accredited college or university majoring in urban planning, architecture, public administration, or a closely-related field.  A Master’s degree is highly desired.

Experience: The Assistant Planner position requires a minimum of 6 months of experience as a planning intern within a municipality or other local government agency. Associate and Senior Planners require a minimum of 2 or 4 years (respectively) of increasingly responsible professional urban or regional planning experience within a private land use consulting firm, municipality or other local government agency. In general, any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.

Knowledge of:

  • Applicable state, federal and local ordinances, codes, laws, rules and regulations and legislative issues.
  • Administrative principles and practices, including goal setting and implementation.
  • Principles and practices of public administration, including knowledge of government organizations and operations.
  • Principles, practices, and techniques of effective customer service and collaborative problem solving.
  • Methods and techniques of research, statistical analysis and report presentation.
  • Budget development processes and procedures.
  • External governmental bodies and agencies related to area of assignment.
  • Basic planning principles and theories.
  • Environmental review policies.
  • Planning ethics.
  • Office administrative practices and procedures, such as business letter writing and the operation of standard office equipment.
  • All computer applications and hardware related to performance of the essential functions of the job.
  • Record keeping, report preparation, filing methods and records management techniques.

Ability to:

  • Review project descriptions, plans or field conditions and apply policy and code provisions to determine conformance.
  • Interpret the zoning ordinance and other policy documents.
  • Perform research and analysis of data; prepare clear and concise reports.
  • Communicate technical reports, policies and ordinances to the public and decision-making bodies.
  • Build relationships and work respectfully, tactfully and creatively with the public, agencies and staff.
  • Speak and write effectively.
  • Manage multiple projects and issues effectively and meet firm deadlines.
  • Establish and maintain effective working relationships with others.
  • Communicate in English both orally and in writing at the appropriate level.
  • Perform mathematical calculations at the appropriate level.
  • Read and interpret documents such as operation and maintenance instructions, and procedure manuals.
  • Understand and carry out written and oral instructions, giving close attention to detail and accuracy.
  • Draft and type correspondence.
  • Deal with problems involving several variables in standardized situations.

Licenses/certifications/other requirements: Possession and maintenance of an American Institute of Certified Planners (AICP) certificate is highly desired for Associate and Senior Planner positions.
