Job Description

The Office of L.A. City Councilmember Mike Bonin is looking for a senior planner who has the right mix of hands-on planning experience, pragmatism, and enthusiasm for new challenges to join the Planning Team as a Senior Planner.

Councilmember Bonin considers Planning and Land Use issues to be among the most important issues for our office, and we need someone to dive right into a fast-paced and hard-working office. The ideal candidate will demonstrate a strong knowledge of the city’s zoning laws and administrative policies and procedures, and can delve into the details of the many and various projects in the District while still being able to keep an eye on the big picture. We represent a district where traffic, housing, and development issues are at the forefront of almost every public discussion, and our Planning Team is a driving force behind creating strong and vital neighborhoods. The Senior Planner should demonstrate excellent written and verbal communication skills, should be thorough and detail-oriented, and should be a great team player who can adapt to a variety of situations.

Working as a member of the Planning Team in a collaborative setting, the Senior Planner’s main duties include, but are not limited to:

  • Working in close coordination with the Departments of City Planning, Public Works, Building and Safety, and other City departments and bureaus as necessary to achieve positive land use outcomes in Council District 11.

  • Working in close coordination with the Departments of City Planning, Public Works, Building and Safety, and other City departments and bureaus as necessary to achieve positive land use outcomes in Council District 11.
  • Understanding the environmental clearances and processing requirements, and identifying additional or required mitigation measures and improvements to proposed projects in order to reduce environmental impacts.
  • Assisting in the identification of planning priorities for the district and establishing a consistent set of baseline requirements for all proposed projects in the district.
  • Attending and speaking at planning hearings and community meetings, including those that occur in the evenings and on weekends.
  • Working in conjunction with the Planning Team and District Staff to form and implement a cohesive land use strategy with a strong focus on creating jobs through sustainable, neighborhood friendly, and transit-oriented development.
  • Drafting briefing papers, motions, letters, and other project-related documents.
  • Responding to constituents and keeping open lines of communication with community stakeholders.

 

Required Experience / Skills / Education

The ideal candidate should have the following qualifications:

  • Experience working with a city or county in current planning, entitlement processing, or policy planning.
  • Strong written and oral communication skills.
  • Experience in coordinating with community stakeholders, project applicants, and local government departments and bureaus in connection with a variety of development projects or policy efforts, including high-profile, controversial projects and/or community-based planning matters.
  • Experience identifying and negotiating additional mitigation measures for a proposed project, community benefits agreements, project labor agreements, or other contracts between developers and project stakeholders, and/or experience in building consensus around planning policy issues with stakeholder groups.
  • Understanding and experience with CEQA.
