Job Description

EMERGENCY APPOINTMENT – ENVIRONMENTAL SPECIALIST 1 & II POSITIONS: BUREAU OF ENGINEERING, ENVIRONMENTAL MANAGEMENT GROUP (2 POSITIONS)

 

The positions are open to all who meet the latest Environmental Specialist bulletin qualifications. Both Environmental Specialist II positions will be filled within the Bureau of Engineering’s Environmental Management Group (EMG) located at 1149 S. Broadway, Ste. 600, Los Angeles, CA 90015. The EMG is responsible for the environmental management of the Bureau of Engineering’s Capital Improvement Programs. This work involves managing the environmental review process of public works projects and other City Capital projects while providing guidance and support on environmental policy, permitting, and compliance matters.

Required Experience / Skills / Education

Minimum Requirements

  • Graduation from an accredited four-year college or university with a degree in environmental, ecological, biological, chemical, atmospheric, environmental health, or earth science, geography, ecological geography, geology, oceanography, environmental policy, sustainability, environmental planning, environmental engineering, urban planning and design, landscape architecture or a related field, OR
    Graduation from an accredited four-year college or university AND one year of full-time paid professional experience in the analysis or implementation of environmental legislation, regulations, policies, and programs or in the prediction, assessment, measurement, remediation, and control of environmental pollutants.
  • A valid California driver’s license is required.
  • Candidate must meet the eligibility requirement by the application deadline.

Summary of Duties

The Environmental Specialist I or II shall manage the preparation of environmental documents in compliance with the California Environmental Policy Act (CEQA) and the National Environmental Policy Act (NEPA), as well as other applicable environmental laws and regulations. The Environmental Specialist I or II shall analyze proposed Capital Improvement projects to identify environmentally significant elements; predict the environmental effects of those projects; evaluate the significance of these effects; assist engineering project managers in formulating project alternatives which would avoid significant environmental effects; identify measures which would lessen significant adverse environmental effects; and prepare or manage the preparation of environmental documents as required by local, state and federal agencies. Coordination with public agencies will be required. Such CEQA/NEPA documents may include but are not limited to environmental impact reports (EIRs), mitigated negative declarations (MNDs), negative declarations (NDs), categorical exemptions (CEs), environmental impact statements (EISs), and environmental assessments (EAs). The preparation and technical review of special studies may be required, including technical studies related to biological resources, traffic, noise, renewable energy, climate change and sustainability, air and water quality, cultural and historic resources, visual impacts, hazardous materials management, solid waste management, wastewater and storm water management, resource recycling, pollution prevention, or site assessment and remediation.

Duties may also include the preparation of staff analyses and submittal of applications for Coastal Development Permits (COPs), streambed alteration agreements, and Clean Water Act permits. The Environmental Specialist I or II shall act as a liaison between the Bureau of Engineering and regulatory agencies such as the California Coastal Commission, California Department of Fish and Wildlife, Regional Water Quality Control Board, and U.S. Army Corp of Engineers. Consultation with local, state, and federal agencies to determine their methods, policies, and requirements concerning environmental documents may be required.

The staff in these positions will plan and chair public hearings and meetings regarding proposed projects for CEQA, COP, or community planning purposes. The Environmental Specialist I or II will represent the Bureau of Engineering (BOE) at Board of Public Works hearings and City of Los Angeles Council meetings, as well as meetings with other City departments, outside agencies, and private organizations.

The Environmental Specialist I or II also solicits, selects, and awards technical environmental tasks to consultants and manages the schedule, budget, and deliverables under such tasks.

Skills, Knowledge and Abilities:

The Bureau is looking for candidates who possess the following skills, knowledge, and abilities, including but not limited to:

  • Strong verbal and written communication skills, including the ability to prepare and present clear, accurate, comprehensive and concise written reports, recommendations, and correspondence.
  • Ability to manage the environmental review process for complex projects requiring a high level of stakeholder and agency coordination.
  • Good knowledge of the processes involved in preparing CEQA and NEPA compliant environmental documents.
  • Ability to plan, coordinate, and manage the environmental review process for several projects concurrently.
  • Good knowledge of federal, state and local environmental laws, guidelines, ordinances, policies and procedures.
  • Experience in conducting, directing and reviewing environmental technical studies.
  • Good project management skills.
  • Ability to work effectively with others, including consultants, representatives of other City departments and public agencies, community stakeholders, and elected officials.

Method of Evaluating Candidates

  • Interview and writing sample exercise, which will be administered to score and evaluate interview
  • Review of City of Los Angeles personnel folder if available.

The most qualified candidates will be scheduled to interview. Should more than six apply, an initial screening of the application packages may be conducted to establish a candidate pool. All applicants will be notified whether or not they have been scheduled for an interview.

EMERGENCY APPOINTMENT  INFORMATION

Prior to accepting an emergency appointment, you should be aware of the  following information:

An emergency appointment is not a regular appointment. It is a temporary appointment which does require that you successfully compete in the Civil Service examination process. The appointment may not exceed one year and must be terminated immediately when a regular appointment can be made from an eligible list. No emergency appointment can exceed one year (City Charter Section 1013).

In order to receive an emergency appointment, you must submit a completed , signed City application form which will be provided to the Personnel Department along with the Emergency Nomination Form completed by the employing department. If you meet the minimum qualifications for the examination for the class to which you have been nominated for an emergency appointment (Environmental Specialist), you will need to submit an application for the next administration of that civil service examination. You will be required to complete and submit a new application to the City of Los Angeles Personnel Department when the examination is open for filing.

If you are an existing City employee (who has received a regular appointment) and you accept an emergency appointment, you will automatically be on “protective” leave. This means you may automatically return to your former position at the end of the emergency appointment.

If you are not currently a regular employee of the City of Los Angeles when you accept the emergency appointment and you cannot be appointed from an eligible list at the termination of your emergency appointment (one year or establishment of an eligible list, whichever comes first), you will be terminated from City employment.
