Job Description
Basic Function
To manage teams (in-house and contracted) of subject matter experts to perform condition assessments of Metros electro/mechanical rail systems assets including rolling stock (rail vehicles and busses), wayside traction power, train control, and other typical guideway system assets.

- Manage the measurement of asset condition and performance using appropriate tools and techniques, and appies innovative techniques to integrate asset performance measurement into condition assessments.
- Manages, coordinates, and reviews the work of outside contractors and/or internal staff including implementation planning, deployment coordination, and quality evaluation of work products; serves as liaison between departments and/or executive offices to ensure program and project implementation
- Develops condition and performance measurement systems, implementation, and reporting
- Evaluates electrical/mechanical systems for safe and reliable operation and development of risk management registers
- Integrates performance, inspections, failure, risk data and root cause analysis into condition assessments
- Provides recommendations for improved asset management practices, as well as supporting technology, to minimize asset life cycle costs
- Tracks and evaluates future SGR project needs and capital funding requests
- Guides and directs resolution of project difficulties and technical problems around scope, schedules, and/or budget, using analytics for early detection of control issues
- Serves as a liaison and negotiates to diplomatically breaking through barriers to achieve results. ssists in the selection and deployment of TAM specific information technology applications, specifically enterprise asset systems (EAMS) and complementary technologies (e.g., GIS, CCTV, LIDAR, mobile, business intelligence, condition analytics, and capital project management)
- Independently composes, compiles, and prepares correspondence, reports and documents; reviews finished materials for completeness, accuracy and compliance with Metro policies and procedures; may oversee the maintenance of accurate records and files
- Serves as lead technical expert with primary responsibility for condition, performance and risk assessments for rolling stock and wayside systems (train control, traction power, fire life safety)
- Creates, manages, and documents business processes and procedures for conducting asset type condition assessments consistent with FTAs Transit Economic Requirement (TERM) 1-5 State of Good Repair (SGR) Asset Scale
- Provides primary management and serves as technical resource for all SGR Inspectors and inspection activities
- Develops guides, standards, and implements inspection procedures especially for the collection of condition data into the asset inventory database/EAM system and reporting of performance and condition data
- Interfaces and coordinates with other departments Operations, Finance, Planning, Engineering, Procurement, on TAM/SGR projects, programs, funding, policy and other issues
- Assists with the analysis and interpretation of data for use in asset prioritization, project development, lifecycle planning
- Manages the process of sampling asset data for accuracy
- Conducts trend analysis for identification of possible defects, reports findings, and follows up to resolve issues
- Participates in the design, implementation, and training of inspection staff on keeping data useful, accurate, and up to date in the EAM /asset inventory database
- Leads studies and analysis of advanced maintenance practices including predictive and reliability centered maintenance
- Serves as technical resource for rehab/replacement decision-making, developing performance/condition measures, SGR ratings, training on data collection/reporting for the asset inventory/EAM
- Provides data mining of Metros maintenance management/EAM system to monitor and report on performance and conditions
- Reviews, analyzes, and monitors actual project performance related to budget, cost, and schedules management activities
- Other duties as assigned
Requirements For Employment
- Bachelor’s degree – Engineering, Construction, Business, Planning or other related field
- 5 years of senior-level project management experience related to asset management overseeing condition, performance and reliability analysis of electro-mechanical systems
- Experience working in a Public Transit Asset Management environment is preferred
- Valid California Class C driver license
Knowledge:
- Condition and performance analysis for electro-mechanical systems (power, control, communication)
- Engineering Analyses for maintainability, reliability, root cause of failure
- Rail and bus vehicle maintenance, design performance and operation or or electrical/electronic, mechanical construction, civil, structural, mechanical, systems engineering
- Theories, principles, and practices of electrical power, mechanical and control systems and subsystems
- Theories, principles, and practices of rail vehicle maintenance and engineering
- Working knowledge of wayside power and control systems
- Theories, principles, and practices of transit asset management, project management, including budget cost management
- Mandated regulations including public utilities commission inspections, rail maintenance division inspections, and various internal/external audits (FTA, Triennial audits)
- Applicable local, state, and federal laws, rules, and regulations
- Methods and techniques of research, analysis, and technical report preparation
- Principles and practices of project coordination, scheduling, and management.
- Principles and practices of contract management
- Personal computer business software applications
- Modern management theory
