Assistant Planner or Associate Planner

Job Description

The City of Redlands is seeking one full-time Assistant Planner or Associate Planner (position to be filled depending on qualifications) to add to our team of planners. The Planning Division is located in beautiful downtown Redlands, nestled between the cities of Riverside and Loma Linda. Home to the University of Redlands and the software developer ESRI, the City is strategically positioned in the Inland Empire and an attractive place to live and work. The City offers award-winning schools, quality neighborhoods, affordable housing costs, several reputable universities nearby, and miles of trails for walking, running, or biking.

The position works under the supervision of the City Planner. Responsibilities will include a variety of projects in development review and current planning, with additional opportunities for gaining experience in long-range planning (such as Zoning Map Update, specific plan amendments and updates, ordinances, and code amendments). In recent years, the Planning Division has processed a wide variety of development applications, including commercial, retail, hotels, industrial, and residential subdivision projects. The Planning Division also has a burgeoning Historical Preservation program, and works with the Historic & Scenic Preservation Commission on a monthly basis. The Development Services Department works closely with other allied City departments such as Municipal Utilities & Engineering, Fire, Police, and Quality of Life. Attendance at meetings of the Planning Commission and the Historic & Scenic Preservation Commission will be required as-needed. Interpersonal acumen and solid Planning-related skills, knowledge, and experience are necessary.

Description:

Under general direction, to perform professional level work in the field of current and/or advance planning; to provide information and assistance to developers and the public on planning related matters; and to provide highly technical and responsible support to the Development Services Director.

Distinguishing Characteristics:

Assistant Planner: This is the limited experience level in the professional Planner class series. Positions at this level usually perform most of the duties required of the positions at the Associate Planner level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Assignments require the application of fundamental planning principles. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.  Positions in this class series are flexibly staffed and positions at the Assistant Planner level are normally filled by advancement from the Junior Planner level with one year of experience, successful performance, management recommendation, and budget availability. When filled from the outside, the employee is required to have prior related experience which allows the employee to meet the qualification standards for the Assistant Planner level.

Associate Planner: This is the full journey level in the professional Planner class series. Positions at this level are distinguished from the Assistant Planner level by the performance of the full range of duties as assigned, including responsibility for the application of professional knowledge and skills to various municipal planning problems and projects. Responsibilities include the preparation of specific reports and plans with opportunity for working independent­ly and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. 

Examples of Duties:

  • Checks plans submitted by developers and the public;
  • Reviews applications for completeness and accuracy;
  • Oversees, participates in, and coordinates special planning, zoning, and environmental studies;
  • Prepares reports and findings;
  • Serves as staff to a variety of commissions, committees, and groups;
  • Prepares the agenda and appropriate reports;
  • Makes and presents findings and recommendations;
  • Presents planning and zoning matters to the Planning Commission and citizen committees;
  • Develops and presents recommendations on development permits, special use permits, variances, tentative tract maps, residential planned development permits, and other zoning applications;
  • Prepares appropriate reports;
  • Interprets planning and zoning regulations to the public at the counter, by telephone, and by letter;
  • Answers inquiries and complaints regarding interpretation and applicability;
  • Updates zoning map and coordinates with the General Plan;
  • Coordinates planning activities with other City departments and with outside agencies;
  • Participates in the work of professional and technical employees including data collection, analysis, plan formulation, and implementation of a wide variety of planning, zoning, and environmental review activities;
  • Maintains detailed socio-economic data and other relevant statistics;
  • Performs inspections of projects for compliance with approved Plans, Planning/Historic Conditions of Approval, and other City requirements and/or ordinances;
  • Assists the Environmental Review Committee;
  • Prepares meeting agenda items and deliver presentations;
  • Processes and maintains Environmental Impact Reports and negative declarations; and
  • Performs related duties and responsibilities as assigned.

Required Experience / Skills / Education

Knowledge of:

  • Principles and practices of urban planning and development;
  • Pertinent Federal, State, and local laws, codes, and regulations pertaining to general plans, housing, zoning and subdivision;
  • City and regional planning;
  • Recent developments, current literature, sources of information, and research techniques related to the field of urban planning;
  • Modern office methods, practices, procedures, and related equipment;
  • California Environmental Quality Act (CEQA);
  • Architectural styles, history, and design philosophies;
  • Customer service skills;
  • Mathematical principles;
  • Statistical principles;
  • National Environmental Policy Act (NEPA)

Ability to:

  • Interpret and apply the policies, procedures, laws, codes, and regulations pertaining to assigned programs and functions;
  • Analyze and compile technical and statistical information and prepare detailed technical reports and recommendations;
  • Check building plans for conformance with land use, architectural and zoning regulations, and suggest changes to achieve compliance;
  • Interpret planning and zoning programs to the general public;
  • Perform professional planning work with general supervision;
  • Analyze and compile technical and statistical information and prepare routine reports;
  • Understand and follow oral and written instructions;
  • Prepare basic planning graphics including site plans and land use maps;
  • Read and interpret construction drawings;
  • Communicate clearly and concisely, both orally and in writing;
  • Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work;
  • Manage project development and implementation. 

Qualifications:

Assistant Planner:

Experience: One year of professional municipal planning experience.

Education: Equivalent to a Bachelor’s degree from an accredited college or university with major course work in urban planning or a related field.

Licenses and Certificates: Possession of, or ability to obtain, an appropriate, valid driver’s license.

Associate Planner:

Experience: Three years of professional municipal planning experience.

Education: Equivalent to a Bachelor’s degree from an accredited college or university with major course work in urban planning or a related field.

Licenses and Certificates: Possession of, or ability to obtain, an appropriate, valid driver’s license. American Institute of Certified Planners (AICP) Certification preferred.
