Job Description

THE ASSISTANT PLANNER is the entry-level classification in the professional planning series. The successful candidate will be expected to perform entry level professional work in the fields of current or advanced planning which requires the application of fundamental planning principles. Assignments are generally moderately difficult in scope, but within the design and procedural framework established by higher level employees; however, as experience is acquired, the employee will be expected to perform with increasing independence.

Essential job functions may include, but are not limited to, the following:

  • Research, analyze, and interpret social, economic, population and land use data and trends and maintain a comprehensive database;
  • Prepare written reports on various planning matters and the general plan. 
  • Analyze development proposals, documents, technical studies and reports to determine conformity with general plan policies and procedures, codes, ordinances and State laws;
  • Respond to inquiries from the general public and resolve complaints related to the City’s planning and zoning function. 
  • Review development proposals and work with developers to reach agreement on acceptable site plans; review building plans, parcel maps, and subdivision proposals for conformance with appropriate regulations, and prepare reports of recommendations.
  • Prepare staff reports and graphic displays and make presentations to the Planning Commission or other committees, or the City Council.
  • Check commercial, industrial and residential development plans for issuance of zone clearance; and process permit applications.
  •  Research and draft ordinances and resolutions for review
  • Confer with and advise architects, builders, attorneys, contractors, engineers, and the general public regarding City development policies and standards.
  • Performs other duties as assigned.

Required Experience / Skills / Education

  • One year of responsible experience in a municipal planning department (time served as an intern may be included).
  • Equivalent to a bachelor’s degree from an accredited college or university with major course work in urban or regional planning, architecture, or a related field considered useful in City planning.
  • California Driver’s License
  • Proficiency with computer software such as Microsoft Word, Excel, PowerPoint, and knowledge of GIS is desirable.

Internet access is also available at many public libraries. Responses to the supplemental questionnaire must be uploaded as an attachment to your  electronic  employment application. Resumes cannot be accepted in lieu of a City of Brea employment application.
