The City of Torrance is recruiting for an Engineering Services Manager to be part of the Community Development Team!
The Department
Advancing a Safe, Accessible and Sustainable Built Environment 
The Community Development Department plays a vital role in the continued development, sustainable growth, and success of Torrance.  CDD maintains the Building and Safety, Engineering, Environmental (Code Enforcement), the Geographic Information System (GIS) and Mapping, Housing, and Planning Divisions, which serve the community by overseeing redevelopment, comprehensive planning, zoning, housing programs, project planning, permitting, environmental stewardship, NPDES and building and code enforcement.

Responsibilities of the Community Development Department include:

  • Building Permits & Online Permitting
  • Code Enforcement
  • Construction Plan Check and Inspections
  • Development Review and Comprehensive Planning
  • Engineering Permits and Records
  • GIS
  • Housing Programs (including Section 8)
  • NPDES Administration
  • Successor Agency to the Former Redevelopment Agency of the City of Torrance
  • Survey Information
  • Transportation Planning

The Position
The Engineering Services Manager serves as the manager of the Engineering Division and is responsible for overseeing all aspects of the division’s operations, ensuring the successful execution of engineering projects, and fostering a high-performance team environment. The Engineering Services Manager manages the work of professional and technical engineering personnel including assigning, planning, and reviewing work, evaluating work performance, coordinating activities, maintaining standards, allocating personnel, training, and recommending and implementing employee discipline, oversees the Inspection Unit in charge of inspecting public right-of-way improvements pertaining to private development and utility company projects, and oversees the GIS Unit including all GIS databases and maps/exhibits for various City projects.

The Engineering Services Manager performs and manages complex engineering work including the planning, design, construction and administration of community development projects, develops and administers division budgets, implements department programs and capital improvements, makes presentations to City Commissions, the City Council and Council committees on engineering-related items, coordinates projects with other City departments, agencies and utilities, and performs related work as required.

SALARY INFORMATION
$11,345  –  $14,598  –  $16,788  per month + Benefits

 Appointments are typically made between the minimum and the reference point of the range, depending on qualifications.

Required Experience / Skills / Education

Education and Experience
Any combination of education and experience that provides the required knowledge and skills is qualifying. A typical way of obtaining the necessary knowledge and abilities would be:

Graduation from a college or university with a Bachelor’s degree in civil engineering and five years of professional civil engineering experience.

License and/or Certificate

Must possess and maintain the following:

Registration as Civil Engineer in the State of California and a valid California Class C driver’s license.

Ideal Candidate

Successful candidates will possess the following:

  • Demonstrated experience in overseeing and managing multiple engineering projects from inception to completion;
  • Proven ability to effectively collaborate with management, elected officials, contractors, developers, and the public;
  • Extensive knowledge of federal, state, and local laws and regulations regarding public infrastructure projects, including permitting processes, safety standards, and environmental impacts;
  • Proven ability to lead and manage a diverse team of engineers, technicians, and administrative staff;
  • Experience managing departmental budgets, securing funding, and allocating resources; and
  • Excellent written and verbal communication skills
