Job Description

As a key member of the City Manager’s executive management team, the Planning and Building Director is responsible for planning, directing, managing, and overseeing the activities of the Planning and Building Department. These activities include current and advanced planning, code enforcement, business licensing, and building programs. The Director coordinates assigned activities with other departments and outside agencies while providing highly responsible and complex support to the City Manager, Planning Commission, and City Council.
The Director will also oversee key City Council priorities, such as the City’s Housing Element, the OCVIBE mixed-use entertainment, hospitality, and residential development surrounding the Honda Center, and ongoing investments in The Disneyland Resort as part of the recently approved Disneyland Forward land use entitlements.

Required Experience / Skills / Education

The ideal candidate will possess the following:

  • A bachelor’s degree from an accredited college or university with major coursework in Urban Planning, Public Administration, Engineering, or a related qualifying field.
  • A master’s degree in Urban Planning or a relevant subject area (preferred).
  • At least eight (8) years of increasingly responsible experience in local government planning or a related field, including three (3) years in administrative and staff supervision.

QUALIFICATIONS
The ideal candidate is a sophisticated planning and development executive with exceptional leadership, communication, and interpersonal skills. They possess broad experience in all areas of planning and development and have a proven track record of innovation, creativity, and relationship-building with elected officials, executive managers, community members, commissions, and employees.
Substantial experience in planning and development administration, as well as complex planning and development projects, is essential. The new Director will lead collaborative, dynamic efforts within the City and with community agencies to address and resolve community issues. They will also serve as a key problem-solving member of the executive team.
