Job Description

Salary: $10,157 – $12,345/month, plus benefits

The City of San Leandro is seeking a Principal Planner in the Community Development Department. The Principal Planner plans, and manages complex programs/projects (such as General Plan Update, specific plans, Zoning Code amendments), and performs the more difficult research, analysis and work coordination.  This position requires significant administrative, analytical and technical skills acquired by advanced professional training and experience, and experience to successfully manage complex projects with considerable independence.  Candidate will also be responsible for developing, implementing and maintaining the City’s long-range planning process, including the systematic preparation, re-evaluation, and updating of those procedures and the managing of long-range planning projects. 

Incumbents of this classification are expected to have a breadth of knowledge of principles, purposes and techniques of the various phases of City zoning and planning, site planning and architectural design, graphic presentation and reproduction techniques. Knowledge of Environmental regulations and procedures under the California Environmental Quality Act (CEQA) and the federal National Environmental Policy Act, along with Federal, state and local regulations dealing with affordable housing including HUD regulations, California Redevelopment law, zoning and City planning. 

 

Required Experience / Skills / Education

QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university majoring in urban planning, public administration, business administration, or a closely-related field.  Master’s degree highly desired.

Experience: Four years of increasingly responsible experience in redevelopment, planning, affordable housing, community development or a related area performing duties involving program development, administration, project and program evaluation and monitoring, capital improvement and revitalization including a minimum of two years of supervisory or project management experience.

Licenses/certifications/other requirements: Classification requires the possession and continued maintenance of a valid class “C” California driver’s license.  Possess and maintenance of an American Institute of Certified Planners (AICP) certificate is highly desired.
